This bill amends the Pennsylvania Election Code, specifically Section 1117-A, to enhance the procedures for conducting statistical samples during elections. It mandates that county boards of elections perform a statistical recount of a random sample of ballots after each election, utilizing different voting devices than those used in the election itself. The sample must consist of at least two percent of the votes cast or a maximum of 2,000 votes, whichever is lesser.

Additionally, the bill requires each county board of elections to randomly select three precincts during general, primary, or municipal elections and conduct a hand count of all ballots in those selected precincts. These changes aim to improve the accuracy and integrity of election results through more rigorous auditing processes. The act is set to take effect 60 days after its passage.
