Furthering our commitment to renewable energy is essential to mitigating climate change. Solar energy installations frequently require public or private landowners to lease their property to be used for generating solar power.
 
We must ensure consistency for the industry and for landowners that lease property for solar development. That is why I am introducing a House companion to Senator Gene Yaw’s Senate Bill 349. My bill will establish decommissioning requirements for solar installations, and it will also provide financial assurance for property owners during the decommissioning of solar installations on their property.
 
This measure will alleviate property owners’ fears pertaining to leasing land for a solar installation and help ensure that no materials from these installations are left behind. California and Hawaii already have statewide financial security requirements for solar installation decommissions, and it is time that Pennsylvania has such requirements as well.
