The Emergency Medical Services Certification Program Act establishes a statewide program within the Bureau of Emergency Medical Services, part of the Department of Health, to provide reimbursement payments to applicants who successfully attain specific emergency medical certifications, including Emergency Medical Responder, Emergency Medical Technician, Advanced Emergency Medical Technician, and Paramedic. The Bureau is tasked with developing an application process for reimbursement, which must be accessible both electronically and via mail, and establishing guidelines for the program. Applicants must submit proof of certification, payment receipts, and the application form within specified timeframes to be eligible for reimbursement, which is capped at the cost of certification.
The act appropriates $3,000,000 from the General Fund to support the program and outlines conditions for applicants, including a two-year residency requirement in Pennsylvania following certification. If an applicant changes residency during this period without notifying the department, they must reimburse the department for the payment received. The act will expire once the allocated funds are fully expended, and the department is required to notify the Legislative Reference Bureau of this expiration. The act is set to take effect on July 1, 2025, or immediately, whichever is later.
