This forthcoming bill authorizes the Commonwealth of Pennsylvania to join the agreement among the states to elect the President of the United States of America by the national popular vote.
 
This agreement, commonly referred to as the “National Popular Vote bill,” if activated, would guarantee the presidency to the candidate who receives the most popular votes in all 50 states and the District of Columbia.
 
Furthermore, this agreement would take effect only when states cumulatively possessing a majority of electoral votes, equaling 270, adopt the same agreement. Currently, 17 states and the District of Columbia with 209 electoral votes have enacted this bill into law.
