Due to significant delays during the COVID-19 pandemic, many housing development and improvement projects could not break ground timely. As a result, developers lost much of the 30 months of property tax abatement provided for by Pennsylvania law during the construction or improvement of dwellings.
 
I am introducing a proposal that would modify existing law to allow the clock on this 30-month tax abatement to begin ticking either from the date a building permit is issued or when construction actually begins, whichever occurs later. This will deliver on the promise the state has made to developers and will incentivize further development of housing—a critical need across many parts of the Commonwealth.
 
This policy change will bolster the building climate in Pennsylvania while addressing the housing needs in our communities. I hope you will join me in co-sponsoring this important bill.
