The bill amends the Right-to-Know Law in Pennsylvania by introducing new definitions related to artificial intelligence and generative artificial intelligence. Specifically, it defines "artificial intelligence" as a machine-based system capable of making predictions, recommendations, or decisions based on objectives, and outlines its abilities to perceive environments, abstract perceptions into models, and formulate options based on those models. Additionally, "generative artificial intelligence" is defined as models that create synthetic content by emulating input data, which can include various forms of media such as images, videos, and text.

Furthermore, the bill establishes a new section regarding acceptable denials of records requests submitted electronically. Agencies may deny such requests if they believe that accessing the documents could pose a cybersecurity risk or if there is reasonable suspicion that the request was generated by a computer program or artificial intelligence. Requesters have the right to appeal any denials made under this provision. The act is set to take effect 60 days after its passage.
