This bill amends Title 24 of the Pennsylvania Consolidated Statutes to enhance suicide prevention measures in institutions of higher education. It introduces new definitions for "Digital student identification card" and "Physical student identification card," which refer to the digital and tangible forms of student identification issued by educational institutions. The bill mandates that physical student identification cards must include the "988 Suicide and Crisis Lifeline" number, along with optional contact information for various hotlines and campus resources. Digital student identification cards are also required to display the suicide prevention hotline information alongside other student resources.
Additionally, the bill outlines the responsibilities of institutions regarding the accuracy and currency of the contact information on both physical and digital student identification cards. Institutions must conduct an annual review of this information and update it as necessary. If the 988 hotline number changes, institutions must remove it from their cards and replace it with the new information. The bill also stipulates that institutions not issuing student identification cards must still provide students with the required suicide prevention and crisis intervention information. The act is set to take effect 60 days after its passage.
