These conditions include inclement weather as defined by the Department of Transportation and declared emergencies by the Governor. Additionally, a one-time decal will be issued to identify licensed milk haulers, with a fee that covers administrative costs for the decal's production and issuance.

The bill also amends existing language in section 4968 regarding permits for movement during the course of manufacture. It clarifies that combinations of vehicles hauling milk can operate continuously, removing previous restrictions during inclement weather, as long as they comply with the new section 4910. Definitions for "dairy farm" and "milk plant" are updated to align with the Milk Sanitation Law, ensuring consistency in terminology across the statutes. The act is set to take effect 60 days after its passage.
