This bill amends Title 75 of the Pennsylvania Consolidated Statutes regarding the authority to issue special permits for vehicle operation on specified highways. The amendment introduces a new subsection (a.1) that allows the department or local authorities to issue electronic special permits upon request. These electronic permits must be carried on an interactive mobile device and be open to inspection by law enforcement or authorized personnel.

Additionally, the bill provides immunity for police officers from civil or criminal liability if they inadvertently view materials other than the electronic permit, delete information, intercept communications, or cause damage to the device while enforcing the law in good faith. If the electronic permit is inaccessible for inspection, the applicant is required to provide a physical copy to the officer within five business days. The act is set to take effect in 60 days.
