A RESOLUTION
1 Designating April 29, 2025, as "22nd Amendment Day" in
2 Pennsylvania.
3 WHEREAS, The 22nd Amendment to the Constitution of the United
4 States establishes a term limit for the United States
5 presidency, stating "No person shall be elected to the office of
6 the President more than twice, and no person who has held the
7 office of President, or acted as President, for more than two
8 years of a term to which some other person was elected President
9 shall be elected to the office of President more than once"; and
10 WHEREAS, During the Constitutional Convention in 1787, the
11 founders of the United States created the standards and
12 qualifications for serving as the President of the United
13 States; and
14 WHEREAS, Upon ratification, the Constitution of the United
15 States established that the President would be elected to terms
16 of four years, though no term limits were established; and
17 WHEREAS, Throughout the 19th century and early 20th century,
1 at least 200 resolutions were proposed to amend the Constitution
2 of the United States to establish term limits for the
3 presidency, though none were passed by the Congress of the
4 United States; and
5 WHEREAS, In 1947, the Congress of the United States proposed
6 Joint Resolution 27 to establish a limit of two elected terms
7 for each President and passed the measure on March 21 of that
8 year, sending the measure to the states for ratification; and
9 WHEREAS, Upon the resolution being sent to the states for
10 ratification, Pennsylvania became the 15th state to ratify the
11 resolution on April 29, 1947; and
12 WHEREAS, On February 27, 1951, Minnesota became the 36th
13 state to ratify the resolution, thereby meeting the necessary
14 threshold for nationwide ratification and establishing the
15 resolution as the 22nd Amendment to the Constitution of the
16 United States; and
17 WHEREAS, Since its ratification, several members of the
18 Federal Government have proposed repealing the 22nd Amendment,
19 though none of these efforts have been enacted; and
20 WHEREAS, Today, the 22nd Amendment serves as a critical check
21 on executive power in the Federal Government; and
22 WHEREAS, Pennsylvania should celebrate the importance and
23 history of the 22nd Amendment and its role in our democracy
24 while commemorating the day the Commonwealth ratified the
25 amendment; therefore be it
26 RESOLVED, That the House of Representatives designate April
27 29, 2025, as "22nd Amendment Day" in Pennsylvania.
