It is vital that we protect official state data and information technology infrastructure from the many risks posed from artificial intelligence (AI) platforms developed by foreign adversaries. Public and private entities have found AI platforms to be operationally effective when they are provided large amounts of proprietary information and then tasked with facilitating or optimizing decision making or process development. However, should AI platforms be utilized on Pennsylvania’s government systems, the data to be used, such as contracts, personal or corporate documents, and financial records, MIGHT make the AI systems more capable of customizing solutions to meet the entity’s needs, but in the hands of an adversary, becomes an enormous asset to spew harmful disinformation, collect data on Pennsylvanians, and undermine of Commonwealth and National Security.
 
For this reason, I will be introducing legislation that will prohibit the possession or use of unauthorized foreign adversary-controlled AI or AI platforms on all state-owned electronic devices. Additionally, individuals will be prohibited from accessing or attempting to access any unauthorized foreign adversary-controlled AI or AI platform through a state-owned wireless network. The national security implications of allowing foreign adversary-controlled AI on our state government networks and devices cannot be understated.
