This bill amends the Administrative Code of 1929 to establish the Legislative Youth Advisory Council, which is tasked with examining issues pertinent to youth, such as education, employment, and health. The council will consist of fifty members, one from each senatorial district, aged between fourteen and eighteen. Members will serve two-year terms and can be reappointed. The initial appointments will be made by each member of the Senate, while subsequent members can apply through an online application process managed by the Lieutenant Governor.

The council will conduct seminars, solicit grants, advise the General Assembly on youth-related legislation, and provide annual reports on its activities. It is required to meet at least three times a year and may utilize technology for meetings. The Lieutenant Governor will oversee the council's administration, and the General Assembly will support it with policy briefings and legislative drafting assistance. Additionally, the bill includes provisions for civil liability immunity for the Lieutenant Governor, the General Assembly, and legislative agencies concerning injuries incurred by council members while performing their duties. The act will take effect in 60 days.
