This bill amends the Public School Code of 1949 to establish educational opportunities specifically for foster and adopted children through the introduction of a "fostering independence waiver." This waiver will be available to eligible nonresident students enrolling in undergraduate courses starting in the fall semester of 2025. To qualify for the waiver, individuals must meet certain criteria, including eligibility for a Chafee Education and Training Grant, identification as a youth who has experienced foster care at age sixteen or older, and the application for Federal and State grants. The waiver can be utilized for up to five years or until the individual turns twenty-six, whichever comes first.
Additionally, institutions are required to report annually on the number of students who enroll and receive the fostering independence waiver, with this information being relayed to various state officials and committees. The bill defines the "fostering independence waiver" as the amount equivalent to the waiver of tuition and mandatory fees, adjusted for any Federal, State, or other scholarships or grants received by the individual. The act is set to take effect 60 days after its passage.
