The bill amends the Local Option Small Games of Chance Act to allow licensed eligible organizations to accept electronic payments for raffle ticket purchases. Specifically, it introduces a new section, Section 301.2, which permits payments via credit card, debit card, mobile payment services, or other electronic methods, provided that the organization verifies the purchaser's age to ensure they are at least 18 years old and complies with federal regulations regarding unlawful Internet gambling. However, it specifies that licensees under Chapter 9 are prohibited from accepting mobile payment services for playing games of chance.

Additionally, the bill abrogates a regulation in 61 Pa. Code 901.506 that is inconsistent with the new provisions regarding payment methods. The act is set to take effect 60 days after its passage.
