The term "drill cuttings" now refers to rock cuttings and related mineral residues created during well drilling, with specific disposal requirements outlined under the Pennsylvania Consolidated Statutes (58 Pa.C.S.). The definition of "hazardous waste" has been expanded to include drilling fluids, produced waters, and other wastes associated with oil, gas, or geothermal energy production, while maintaining exclusions for certain materials like domestic sewage and coal refuse.

Additionally, the bill modifies the permit application requirements by replacing references to outdated laws with updated legal language, specifically changing the "Pennsylvania Bituminous Coal Mine Act" to the "Bituminous Coal Mine Safety Act." It also repeals provisions of 58 Pa.C.S. that are inconsistent with the new definition of "hazardous waste." The act is set to take effect 60 days after its passage.
