Notably, the bill introduces new criteria for the appointment of eleven members: six must be residents of Pennsylvania, three must be trustees from constituent institutions (with a limit of one trustee per institution), and one member each must be a current or retired member of the bargaining units from the American Federation of State, County and Municipal Employees and the Association of Pennsylvania State College and University Faculties.
