The Internet is not a luxury but a daily necessity. All Pennsylvanians deserve a fair Internet that provides equal access. With only a handful of large companies providing these services, consumers should expect that the company providing their service will transmit the service fairly and not manipulate access to the Internet and the prices that they pay. Instead, they find that their broadband gets slower while the provider seeks ever increasing fees for “faster” service.
 
Previous federal protections were recently removed when, on January 2, 2025, the U.S. Court of Appeals for the Sixth Circuit issued a decision striking down the Federal Communications Commission’s (FCCs) net neutrality rule that required all Internet service providers (ISPs) to treat all consumers equally. This decision is expected to change the way Internet and streaming services work, resulting in increased costs for consumers.
 
This legislation will make it illegal for ISPs to block lawful Internet content, impede Internet traffic or otherwise engage in any activity that would negatively affect the Internet experience of Pennsylvania subscribers. A new chapter will be added to Title 66 (Public Utilities) of the Pennsylvania Consolidated Statutes on “Internet Neutrality,” and the definition of “public utility” expanded to include the provision of Internet services.
