This bill amends the Job Enhancement Act of June 29, 1996, to provide specific financial assistance to businesses impacted by the air ambulance crash in Philadelphia on January 31, 2025. It introduces a new definition for "Air ambulance crash impacted business" and establishes a grant and loan program aimed at supporting these businesses. The authority will issue grants to eligible institutions for technical assistance and training, as well as provide loans to these institutions to facilitate funding for the impacted businesses.

Additionally, the bill mandates the preparation of a report by the authority, in consultation with the committee, detailing the financial allocations for the grant and loan programs, the accredited community development financial institutions involved, and the number of grants and loans disbursed. Importantly, the bill includes a provision that prohibits the issuance of grants or loans under this section more than five years after its effective date. The act is set to take effect immediately upon passage.
