CO-SPONSORSHIP MEMORANDUM

Subject:           Green Roof Tax Credit

In an increasingly resource-deprived world, people have started paying closer attention to how they can conserve natural resources and improve the air and water quality around them. One solution is close to home: green roofs. Green roofs are defined as an addition to a roof that supports living vegetation and includes a synthetic, high-quality waterproof membrane, drainage layer, soil layer, and lightweight medium plants. Especially beneficial in urban areas, green roofing improves HVAC efficiency, reduces greenhouse gas emissions, improves stormwater management, and is beneficial to our health. There are also many economic benefits that come along with having a green roof. However, green roofs often involve higher upfront costs than regular roofs, which can be a hurdle for many property owners.

My legislation would establish a tax credit for 25% of costs initially incurred by individuals or businesses to install and maintain green roofing. This will not only incentivize green building but will also help decrease stormwater run-off in our cities, reduce flooding and erosion, improve air quality, and stimulate job growth across the Commonwealth.

With this effort, we can help make our cities more energy efficient and work towards a more sustainable future for generations of Pennsylvanians to come. Please join me in co-sponsoring this legislation.
