Soon, we will be introducing legislation to address various issues identified by the Stop-and-Go Legislative Task Force.
Stop-and-gos, as they are commonly referred to, are establishments resembling convenience stores or delis that sell beer and/or spirits under either a restaurant (type R) or eating place retail dispenser (type E) license, but which regularly fail to maintain the minimum requirements for licensure and/or conduct their businesses in a manner that is socially irresponsible.  These businesses often, in turn, attract other problematic behavior by patrons that causes frustration and fear among the persons who reside in the surrounding local communities. Over the years, these noncompliant businesses and the problems they attract have become increasingly difficult for both local and state officials to effectively regulate.
The bipartisan, bicameral Stop-and-Go Legislative Task Force, as provided for by Act 49 of 2023, was tasked with examining the issues related to stop-and-gos and recommending solutions. The report and recommendations were released on October 2, 2024; a copy of the full report can be found on the PLCB’s website under Reports and Publications.
The recommendations were made by the task force after extensive review of current law, the convening of hearings to receive input from the public and other elected officials, tours of stop-and-go establishments, and the integral work provided by the task force workgroup.
Our bill will implement recommendations to strengthen the PLCB’s compliance program, streamline the citation process, increase penalties and fines, and address current court review standards. These legislative changes are critical to allowing for more effective enforcement of violations and better regulation of noncompliant businesses while also prioritizing public health and safety.
A bipartisan companion bill is being introduced in the Senate by Senators William and Farry, who were members of the task force. We hope you will join us in supporting these important public safety measures that will positively impact the quality of life for citizens in this Commonwealth.
