These requirements include completing a web-based or in-person education course, with specific exemptions for those who have been licensed for ten years or more, or those already licensed as new vehicle dealers.

Furthermore, the bill mandates the development of an education and training course that must be approved by the board, which will cover relevant laws and regulations. The course will consist of at least 20 hours of instruction for initial licensure and two hours for renewal. The costs for these courses are capped at $300 for initial training and $75 for renewal, unless otherwise approved. The board is also empowered to require additional training for dealers found in violation of the chapter. The act will take effect immediately, with the education requirements becoming effective one year after the necessary regulations are promulgated.
