Recently a local contractor came to me to express a problem they have had with townships limiting the amount of recycled asphalt.
It seems some townships are limiting the amount of recycled asphalt in blacktop that they purchase or hire contractors to lay. According to the contractor, some townships believe it is an inferior product, which has been proven untrue. In fact, the higher the percentage of recycled asphalt in the product, the lower the cost becomes since it reduces the amount of virgin stone required to make asphalt.
To address this issue, I plan to introduce legislation requiring that in order for a municipality to receive their liquid fuels tax allocation, the municipalities must allow the use of any and all PennDOT approved recycled asphalt mix designs for use in asphalt pavement. PennDOT would be given the authority to set the amount of recycled asphalt used in road and street maintenance in a municipality.
