Artificial intelligence (AI) is playing an increasingly significant role in our society. AI is undoubtedly a powerful tool that can boost productivity and improve efficiency; however, in the wrong hands, it can have a negative impact on people’s reputation, security, and livelihood. We all understand that technology is not inherently good or bad, but we have to be aware of scammers and other bad actors using advanced technology to spread false information and defraud Pennsylvanians.
Additionally, the growing sophistication of AI is making it more difficult for people to easily identify AI generated content, especially in online marketplaces.
These advancements allow for the creation of images and videos so realistic and sophisticated that the average consumer struggles to distinguish genuine media from artificially generated content.  Therefore, we believe the General Assembly has the responsibility to address these issues and ensure protections are in place when consumers are viewing fake content created by AI.
 
That is why we will be introducing companion legislation to Rep. Pielli’s HB 95, which will require a disclosure on AI generated content, including images, audio, video, and text used for the sale of consumer goods. This disclaimer will ensure transparency by giving consumers the information they need to make informed decisions and not be misled.
The General Assembly has a responsibility to advance basic consumer protection measures (such as a disclosure requirement) to help protect vulnerable Pennsylvanians and help to combat the increase in scams.
Pennsylvanians should have the freedom to make informed decisions when the content they consume is generated by AI. With that in mind, we respectfully ask that you join us in co-sponsoring this legislation to better inform Pennsylvanians and provide much needed transparency as AI content is produced in the future.
