In the near future, I plan to introduce legislation requiring PennDOT to construct and maintain all surface and subsurface drainage facilities (stormwater facilities) connected with state highways.

Currently, costs associated with subsurface drainage systems on state highways in certain municipalities, such as boroughs, are the responsibility of the municipality despite the highway being owned by PennDOT. The cost that is levied against some municipalities is unaffordable, especially as certain municipalities have seen dwindling populations and funding in recent years.

The current practice of requiring municipalities to pay these costs, based on classification, provides unequal treatment for our local taxpayers. Therefore, I am introducing legislation requiring PennDOT to maintain surface and subsurface drainage facilities connected with state highways within all municipalities, regardless of classification, to ease this unjust burden on our local governments.
