Under Title 53, municipal managers in Pennsylvania are appointed by municipal councils.
 
The law does not specify as to whether municipal managers need to reside in the community during their tenure in office – only that they don’t need to be residents during their appointment.
 
To address this vagueness in the law, I will introduce legislation to explicitly state that managers do not need to reside in the community during their tenure in office.
