Over the past several fiscal years, the General Assembly has obtained a substantial surplus in the Commonwealth’s General Fund - on top of the Rainy Day Fund.
 
It is irresponsible to use a General fund surplus to add new, unsustainable and recurring expenses to the Commonwealth. The result would be future debt on taxpayers which inevitably results in future tax increases - not decreases. A surplus of taxpayer dollars is not an excuse to bloat government. Therefore, my legislation establishes the 2025 Taxpayer Surplus Refund Program to return the current surplus dollars to the taxpayers who paid their taxes to create it. This program could return hundreds of dollars per taxpayer.
 
Spending the peoples money on new and unsustainable expenditures well beyond what a one-time balance could afford is not fiscally responsible. Returning the dollars to the taxpayers is the right thing to do.
