Manufactured home community residents deserve a chance to purchase the land where they live. Currently they are vulnerable to having the land on which their homes rest purchased by rent-seeking corporate property managers, without any right to purchase the land themselves.  Basic fairness says this must change.  If they cannot purchase the land, the residents deserve more time and transparency in the closure process.
 
My legislation would provide the right for residents of a manufactured home community to have the option to purchase the land of the community prior to its sale. Additionally, the bill would increase the timeline for notice of closure that a manufactured home community owner must provide to residents.
 
When the owner of a manufactured home community decides to sell the community, the only individuals that are disadvantaged in the transaction are the residents of the community. Residents of these communities are working families and older adults enjoying retirement. These residents purchase the physical manufactured home structures but typically rent the land that the manufactured home is on. When the land is sold, there is no guarantee the purchaser of the land will keep the community intact leaving residents forced to relocate their manufactured homes and experiencing undue costs and stress.
