It establishes that no bill or amendment can be considered for second reading until the poverty impact analysis is attached, ensuring that lawmakers are informed of the potential impacts on poverty before making decisions. If the analysis is not provided within a specified timeframe, the bill can still proceed as if the analysis were attached. The act is set to take effect 60 days after its passage.
