In recognition of the significant public health challenges posed by alcohol and drug misuse, as well as the necessity for coordination among various state agencies,
Act 50 of 2010 established the Department of Drug and Alcohol Programs (DDAP). As Pennsylvania’s designated Single State Authority for substance use disorder services, DDAP plays a critical role in advancing education, intervention, treatment, and recovery initiatives across the Commonwealth.
 
As Pennsylvania continues its efforts to combat the opioid crisis and other emerging drug threats, DDAP has strengthened its collaboration with the Department of Health, Department of Human Services, Department of Corrections, and other key agencies. These partnerships have been instrumental in innovating the treatment system, supporting grassroots recovery organizations, and promoting evidence-based harm-reduction strategies.
 
Given DDAP’s growing responsibilities and evolving initiatives, this legislation updates the department’s annual reporting requirements. Enhanced reporting will allow the General Assembly to better assess program effectiveness, allocate resources where they are most needed, and explore new strategies for addressing substance misuse prevention, treatment, and recovery. Additionally, these reports will improve communication and collaboration with the public, advocacy organizations, and service providers, fostering greater transparency and informed policy-making to support DDAP’s mission more effectively.
