The bill amends Title 15 of the Pennsylvania Consolidated Statutes by adding a new section, 1111, which establishes eligibility criteria for domestic and foreign business corporations with 200 or more employees seeking to receive State resources, including contracts, funding, or grants. Under this new provision, corporations will be ineligible if they have violated federal fair labor standards, been found guilty of unfair labor practices in Pennsylvania, violated the Pennsylvania Prevailing Wage Act, or failed to submit bylaws that ensure at least 20% of their governing board members are current employees elected by their peers.
The new eligibility requirements will apply to any State contracts, funding, or grants entered into or renewed after the effective date of the bill, which is set to take effect 60 days after its passage. Additionally, the bill includes a clause stating that the eligibility conditions will not apply if the violations occurred prior to the effective date of the new section.
