The bill amends Title 15 of the Pennsylvania Consolidated Statutes by adding a new section, 1111, which establishes eligibility criteria for domestic and foreign business corporations seeking to receive State resources, including contracts, funding, or grants. Specifically, corporations with 200 or more employees will be ineligible if they have violated certain labor laws, including the Fair Labor Standards Act, been found guilty of unfair labor practices, violated the Pennsylvania Prevailing Wage Act, or failed to provide current bylaws that ensure at least 20% of their governing board consists of current employees elected by their peers.

The new eligibility requirements will apply to any State contract, funding, or grant entered into or renewed after the effective date of the bill, which is set to take effect 60 days after enactment. Notably, the bill includes a provision that exempts corporations from these eligibility conditions if the violations occurred prior to the effective date of the new law.
