In order to promote the use of modern frictionless, gateless parking technologies preferred by consumers and parking operators in Pennsylvania, in the near future I will be introducing legislation that will allow owners or operators of parking facilities or their agents, upon vetting by PennDOT and completion of an Affidavit of Intended Use, to look up the name and address associated with a license plate of a vehicle that has parked on their property if the operator of the vehicle declined to pay applicable parking charges. 
 
The benefits of this new technology include the elimination of congestion caused by staking at the entrances and exits of parking facilities during peak hours or at events, reduction in operational costs associated with gated facilities, mobile payment for parking sessions, text alerts to extend sessions from remote locations, and post validation potations that support local businesses when the patron visits the location. Broader adoption of seamless parking payment technology also reduces the interest for parking operators in attempting more direct collection alternatives. 
 
Currently, private universities, resorts, amusement parks and private owners and operators of parking facilities across Pennsylvania are losing millions of dollars due to the inability to look up the license plate of violators of posted parking rules. My legislation will allow private owners, operators and their agents to complete an Affidavit of Intended Use required by PennDOT and transmit a list of license plates, along with a $1.00 surcharge for each plate requested, to receive the name and address associated with that plate so that they can mail an invoice to patrons who, despite the display of a required notice of parking rates, fail to pay for the parking session. 
 
In addition to the benefits for consumers and parking operators, this legislation will provide a significant stream of revenue for PennDOT which may be used for transportation infrastructure, public transit, PSP classes or other purposes. Those Pennsylvania municipalities that levy a parking tax can also anticipate millions in additional revenue. Forty-five (45) other states already allow this type of license plate look-up at an average of $1.00 per license place.
