The bill amends the Administrative Code of 1929 to establish a timeline for the introduction and passage of the general appropriation bill within the Commonwealth of Pennsylvania. It mandates that a member of the Senate and a member of the House of Representatives must introduce a general appropriation bill for a fiscal year in their respective chambers no later than six weeks after the Governor submits the budget to the General Assembly. Additionally, each chamber is required to pass a complete and balanced general appropriation bill by the second full week of May.
Furthermore, the bill stipulates that if a complete and balanced general appropriation bill has not been passed and submitted to the Governor by June 15, the chamber that has not yet passed a bill must vote on the bill that has been passed by the other chamber. This legislative change aims to ensure a more timely and efficient budget process within the state government. The act will take effect 60 days after its passage.
