A RESOLUTION
1 Recognizing the distinguished career of Vincent C. DeLiberato,
2 Jr., Esq., and honoring his service to the Commonwealth.
3 WHEREAS, Vincent C. DeLiberato, Jr., Esq., is being honored
4 upon his retirement as Director of the Pennsylvania Legislative
5 Reference Bureau, concluding a distinguished career spanning
6 more than 49 years; and
7 WHEREAS, Born in Philadelphia on December 25, 1949, to
8 Vincent C. DeLiberato and Ida DeLiberato, Mr. DeLiberato
9 graduated from Saint Joseph's University and the Villanova
10 University School of Law; and
11 WHEREAS, From 1971 to 1977, Mr. DeLiberato served this
12 country with honor and distinction as a member of the United
13 States Army Reserve and attained the rank of Staff Sergeant; and
14 WHEREAS, Mr. DeLiberato began his career with the Legislative
15 Reference Bureau on November 24, 1975, and prepared proposed
16 legislation and regulatory material, classified enacted law,
17 rendered legal advice to executive and legislative officers and
18 employees, annotated court decisions on constitutional law and
1 statutory construction and responded to public inquiries on
2 statutory and regulatory materials as a Staff Attorney, Drafting
3 Attorney and Senior Drafting Attorney; and
4 WHEREAS, After being appointed as Acting Director of the
5 Legislative Reference Bureau in 2013, Mr. DeLiberato was elected
6 by the General Assembly as Director the following year; and
7 WHEREAS, In addition to his accomplished career with the
8 Legislative Reference Bureau, Mr. DeLiberato is chair of the
9 Pennsylvania Bar Association Statutory Law Committee and a life
10 member of the Uniform Law Commission; and
11 WHEREAS, For more than 30 years, Mr. DeLiberato has served as
12 an adjunct professor at Widener University Commonwealth Law
13 School and worked with the university's Law and Government
14 Institute; and
15 WHEREAS, In private practice, Mr. DeLiberato has completed
16 legal research, brief writing and document drafting for
17 attorneys in Harrisburg and Philadelphia and has authored and
18 coauthored materials on statutory construction, legislative
19 procedure, separation of powers and judicial history; and
20 WHEREAS, To his great credit, Mr. DeLiberato was honored by
21 Widener University Commonwealth Law School with the 2015
22 Government Leadership Award and the 2019 Zealous Advocate Award;
23 and
24 WHEREAS, Throughout Mr. DeLiberato's career, he has adhered
25 to the highest standards of service and ethics and has rightly
26 earned the respect and admiration of his many friends and
27 colleagues; therefore be it
28 RESOLVED, That the Senate recognize Vincent C. DeLiberato,
29 Jr., Esq., for his years of loyalty and service, proudly note
30 his extraordinary commitment to the Legislative Reference Bureau

1 and offer best wishes for continued success in the years to
2 come; and be it further
3 RESOLVED, That a copy of this resolution be transmitted to
4 Vincent C. DeLiberato, Jr., Esq.
