This bill amends the Administrative Code of 1929 to require the Department of General Services to provide menstrual hygiene products in State buildings. Specifically, it mandates that at least 50% of bathrooms in these buildings must have a dispensing machine for menstrual hygiene products, as well as disposal receptacles. The products must be available to the general public free of charge, and the Department is tasked with developing signage to inform the public of their availability.

Certain exceptions apply, such as buildings without bathrooms or those that are not regularly occupied, including storage facilities and maintenance sheds. The Department of General Services is also authorized to adopt guidelines necessary for the implementation of this section. The bill defines "menstrual hygiene product" as tampons, sanitary napkins, or pads, and "State building" as any building owned and maintained by the Commonwealth. The act is set to take effect 60 days after its passage.
