This bill amends Title 15 of the Pennsylvania Consolidated Statutes by adding a new section, 5111, which establishes eligibility criteria for domestic and foreign nonprofit corporations seeking to receive State resources. Specifically, it stipulates that such corporations with 200 or more employees in Pennsylvania will be ineligible for State contracts, funding, or grants if they have violated federal fair labor standards, been found guilty of unfair labor practices within the last five years, or fail to provide current bylaws that ensure at least 20% of their governing board members are current employees elected by their peers.

The bill also includes provisions that exempt healthcare-related funding, such as Medicaid reimbursements, from these eligibility requirements. Additionally, it clarifies that the eligibility criteria will apply only to State contracts, funding, or grants entered into or renewed after the effective date of the new section. The act is set to take effect 60 days after its passage.
