In 2022, more than 1,200 infants in Pennsylvania had neonatal abstinence syndrome, and more than 90% of those were linked to opioid exposure. This number is far too high, and though the state has resources for addressing these cases, the data is not well-tracked, and resources are sometimes duplicated.

For this reason, we will be introducing a resolution that would direct the Joint State Government Commission to study the state’s process for dealing with prenatal exposure to substances. This legislation would convene an advisory committee to discuss issues such as the barriers to accessing treatment for substance use disorder, the state’s data-tracking efforts, current duplication in resources, and innovative and successful strategies for treatment.

No child deserves to be born with substance use disorder, and Pennsylvania must ensure that its process for dealing with prenatal substance exposure is effective. Please join us in co-sponsoring this legislation which will improve Pennsylvania’s approach to treatment for prenatal substance exposure.
