In the near future, I will reintroduce legislation to modernize the process by which Pennsylvanians purchase specialty license plates. This legislation will allow the Department of Transportation (PennDOT) to contract with a private vendor for the marketing and sale of vendor-designed specialty license plates.

Currently, Pennsylvania residents must navigate a cumbersome and bureaucratic process to obtain a personalized or specialty license plate. This legislation will provide greater OPTIONS for residents in selecting their license plate designs and generate new revenue for the Motor License Fund.

Importantly, this bill does not merely transfer control of PennDOT’s specialty license plate program to a private vendor. Under this legislation, PennDOT will retain oversight and have full control over the final approval of the vendor’s specialty plate designs, ensuring they meet Pennsylvania’s safety and legibility standards and are compatible with toll road, police department, and other automated plate reading technologies.

The State of Texas implemented a similar program that generated over $26 million in new revenue in 2024 alone and over $200 million in new revenue since the program’s inception in 2009.

This legislation was previously Senate Bill 1113 in the 2023-24 Session and was co-sponsored by Senators Brewster, Vogel, Phillips-Hill, Hutchinson, Gebhard, Pennycuick, and Yaw.
