In the near future, I plan to introduce legislation that will aim to provide comprehensive health benefits to the families of police officers who make the ultimate sacrifice or are disabled in the line of duty. This bill amends Title 53 (Municipalities Generally) of the Pennsylvania Consolidated Statutes by adding a new section that ensures health benefits for the families of fallen or disabled police officers.

The proposed legislation introduces Section 2182 to Title 53, outlining health benefits for police officers and their families as follows:

• Health Benefits for Surviving Spouses and Dependents:
  • If a full-time police officer dies while on duty, the surviving spouse will receive full health benefits for life.
  • Eligible dependents will receive full health benefits until the age of 26, provided they are not covered under another eligible employer-sponsored health plan.
• Health Benefits for Disabled Officers:
  • If a full-time police officer is disabled due to an accident occurring during active duty, both the officer and their spouse will receive full health benefits for the officer's lifetime.
  • Eligible dependents will receive full health benefits until the age of 26, provided they are not covered under another eligible employer-sponsored health plan.
• Uninterrupted Health Benefits During Investigations:
  • Existing health benefits of the police officer will remain uninterrupted during any investigation required to make a line-of-duty death determination.
  • Municipalities must assist the surviving spouse in navigating the claims and payments process.
  • Health benefits under this section will cease when the recipient reaches 65 years of age.
• Definition of Municipality:
  • The term "municipality" is defined to include a borough, third-class city, or first or second-class township.

This legislation is vital for several reasons:
