The quorum for meetings is increased from six to eight members, and councils are required to meet quarterly and adhere to open meeting laws. Each council will submit an annual report assessing resident care and compliance, which the department will consolidate and submit to relevant legislative committees. The changes will take effect upon the expiration of current members' terms.
