This bill amends the Pharmacy Act of Pennsylvania to include new definitions and provisions regarding the dispensing of naloxone and similar treatments by emergency medical services (EMS) providers. Specifically, it introduces definitions for "EMS provider" and "dose package," which refers to an individually sealed package containing naloxone or another treatment for opioid-related overdoses. The bill outlines the conditions under which EMS providers may dispense these dose packages, including the requirement for a standing order from the Secretary of Health that allows public purchase without a prescription.

Additionally, the bill modifies existing unlawful acts related to pharmacy practice by allowing EMS providers to dispense dose packages under certain circumstances, while also clarifying that this does not create an obligation for them to stock or dispense these packages. The EMS provider is protected from liability for not dispensing the dose package, and they must maintain a record of the dispensing. The act will take effect 60 days after its passage.
