This bill amends the Overdose Mapping Act, originally enacted on November 3, 2022, to enhance the definitions and requirements related to the Overdose Information Network. Key changes include the expansion of the definition of "authorized users" to include Emergency Medical Services (EMS) providers, alongside law enforcement officers, who are required to report overdoses and suspected overdoses. Additionally, a new definition for "EMS provider" is introduced, referencing existing legal definitions. The term "information technology platform" is also clarified to encompass the overdose information network and any other platforms approved by the Pennsylvania State Police for real-time overdose reporting.
Furthermore, the bill establishes specific entry requirements for EMS providers, mandating that they report known or suspected overdoses within 72 hours using an information technology platform. The required reporting includes details such as the date and time of the overdose, location, substances involved, and whether an overdose reversal drug was administered. The bill also stipulates that these reporting requirements do not replace any other legal obligations of the authorized users. An exception is made for EMS providers who are unable to access the platform within the specified timeframe, allowing them to report the information as soon as practicable. The act is set to take effect six months after its passage.
