This bill amends the Overdose Mapping Act, originally enacted on November 3, 2022, to enhance the definitions and requirements related to the Overdose Information Network. Key changes include a revised definition of "authorized users," which now explicitly includes EMS providers alongside law enforcement officers and other permitted users. Additionally, a new definition for "EMS provider" is introduced, referencing existing legal definitions. The term "information technology platform" is also clarified to encompass the overdose information network and any other platforms approved by the Pennsylvania State Police for real-time overdose reporting.
Furthermore, the bill establishes specific entry requirements for EMS providers when reporting known or suspected overdoses. EMS providers are mandated to document incidents within 72 hours using an information technology platform, detailing critical information such as the date, location, substances involved, and whether an overdose reversal drug was administered. The bill also includes provisions for exceptions if an EMS provider cannot access the platform within the specified timeframe. The Department of Health is tasked with coordinating the transfer of overdose information into the network, ensuring comprehensive data collection and reporting. The act is set to take effect six months after its passage.
