The bill amends Title 53 of the Pennsylvania Consolidated Statutes to enhance transparency for political subdivision authorities and municipal authorities. It introduces new sections that require all authorities created by a political subdivision to maintain a publicly accessible Internet website. This website must include essential information such as the names of board members, their term lengths and expiration dates, contact email addresses, the names of the individuals who appointed them, and the website of the government entity that established the authority.
Additionally, municipal authorities are also mandated to have a similar publicly accessible website that includes the same information about board members, along with the name of the municipality that appointed each member. In cases where authorities are established by multiple municipalities, the website must include links to each municipality's site. The act is set to take effect 60 days after its passage.
