Families who plan to build the home of their dreams here in our Commonwealth are met with a host of challenges, sometimes chief among them the process of obtaining an NPDES permit. Although well intended, the permit process, which is better suited for much larger projects that disturb more land than a single-family home complex, adds critical time and cost to a process already riddled with red tape.

Unnecessary delays and costs to building a family home discourage people from moving to Pennsylvania or staying in Pennsylvania. To make Pennsylvania more competitive, I'm introducing legislation that would exempt single-family, residential homes from requiring an NPDES permit. Other safeguards already exist to ensure proper environmental stewardship. Exempting single-family, residential homes from the tedious, burdensome NPDES process will encourage families to stay in Pennsylvania or relocate to Pennsylvania, making our commonwealth more competitive and attractive to families.
