Our nursing homes are facing financial crisis, impacting workers and our vulnerable elders.
The Budget Adjustment Factor (BAF), which helps determine how state funds are distributed to nursing homes that provide care to people on Medical Assistance changes every quarter. 
 
The Department of Human Services adjusts the BAF based on a formula contained in the approved state plan and has recently dipped to to $.78. 
 
This legislation will set a minimum BAF floor at $.90 nursing homes would then have more predictability in budgeting essential investments in their facilities and workforce with confidence—benefiting seniors, healthcare workers, and our economy as a whole.
The legislature spends billions on the care of our seniors, providing this planning mechanism for those dollars will help stabilize the industry without increasing cost.
