We will soon introduce legislation to authorize our Commonwealth to join the Cosmetology Licensure Compact. This legislation aims to address workforce shortages by making it easier for licensed cosmetologists in good standing from participating states to work in Pennsylvania. Similarly, it will allow Pennsylvania cosmetologists to practice immediately in other Compact member states.
 
The Compact offers significant benefits for all licensed cosmetologists with special provisions for active-duty military members. This ensures that licensure requirements do not create additional burdens for military families relocating to new duty stations. The development of the Compact and the National Database was funded by the Department of Defense (DOD) to reduce barriers for military families with licensed professionals. The DOD considers the bi-directional mobility of the Compact—allowing both in-state and out-of-state mobility—as the most effective model.
 
The Compact will benefit cosmetologists, employers, and consumers. Regulators will face fewer administrative challenges and greater public safety through a shared data system. Business owners will have more flexibility to recruit and hire qualified talent, while consumers will benefit from a highly skilled workforce providing timely, high-quality cosmetology services.
