Currently, businesses that are awarded tax credits are not required to pay the prevailing wage for construction projects that they undertake. Since the tax credit is not a grant or other allocation of public money, these construction projects are not considered to be publicly funded. However, the taxpayer is providing a benefit to this corporation and the workers on these projects should be given a fair wage that is comparable for the area.

Under my bill, if a company receives a Pennsylvania tax credit and if they undertake a construction project over $25,000, then the workers on that project would be required to be paid the prevailing wage. Additionally, to further support local workers, companies and their contractors and subcontractors will have to make a good faith effort to recruit employees from the area in which the project is being constructed.

All Pennsylvanians deserve to be paid a fair wage for their hard work. When Pennsylvania offers a tax incentive for companies, Pennsylvanians deserve to know this is being used to support the local economy and workforce. I hope you stand with me and support Pennsylvania workers.
