I will introduce legislation that gives the General Assembly more accountability over regulations promulgated by the administrative state. This bill, the REINS Act (Regulations from the Executive in Need of Scrutiny), is similar to federal legislation. Under my bill, if a regulation is proposed that will cost more than $1 million dollars, it must be approved by the General Assembly and signed by the governor before being enacted.
This legislation will ensure that legislators are accountable to those who elect them by requiring legislators to vote on a proposed regulation that is significant. For too long, the legislature has delegated its authority to the administrative state that promulgates significant rules that no one ever votes on. This legislation will end that practice and allow the voters to know whether their elected officials support or oppose significant regulations and hold them accountable.
