Supporting local businesses benefits workers, business owners, and the communities we represent.  
  
Right now, Pennsylvania businesses pay the Corporate Net Income Tax rate on all their income, while multi-state corporations can shield much, and in some cases all, of their income from the CNIT. That means they pay less than their fair share of taxes, while relying on services provided by the state. And when multi-state corporations pay less than their fair share, a greater tax burden is put on hardworking individual taxpayers and on Pennsylvania-based businesses.  
  
Our legislation will bring Pennsylvania in line with a majority of states by requiring multi-state corporations use combined reporting to determine their tax responsibilities: they will pay the CNIT based on the share of their U.S. income that is equal to the share of their U.S. sales in Pennsylvania. This policy is already used by 28 states and the District of Columbia.
