Pennsylvania has more than
1,400 townships of the second class, which are home to
44% of our state’s population. Like other local governments, they enjoy the ability to tailor their local ordinances to their communities’ needs. For boroughs and townships of the first class, ordinances can go into effect immediately upon adoption. For townships of the second class, however, adopted ordinances cannot go into effect until at least five days after adoption. This unique restriction hinders their ability to effectively govern.
That is why I will be introducing legislation to allow townships of the second class to adopt ordinances with an immediate effective date, unless a later effective date is provided in the ordinance. This simple change will allow for more flexibility for townships and uniformity across our different municipalities.
