Contracts are the lifeblood of state government.  They dictate spending and deliverable services for everything from programs to services.
Our Right-to-Know Law (RTKL) gave the Pennsylvania Treasury Department the duty to operate an online Contracts e-Library and require certain agencies to upload all contracts valued at $5,000 or more.  Unfortunately, compliance is based on the honesty system. 
This proposed legislation requires agencies to provide the Pennsylvania Treasury department with a copy of any contract involving $10,000 or more and requires the agency to provide a summary of the contract. Each agency would be required to attest its compliance, and the Pennsylvania Treasury Department may be empowered to delay or reject requests for payments from non-compliant agencies until the contract is filed with the Treasury Department. This will ensure 100% compliance.
